Isn’t world peace something to strive for, rather than solve? I mean, the meaning is clear, I’m a non-native speaker so this just seems wrong to me but that may just be me. Solve world hunger, sure. Solve the psychosocial stress environment we’re all trapped in, why not. Solve bigotry and racism, awesome. Solve world peace, wait what?
I think it’s in the sense that you “solve” a rubik’s cube. Yes, you solve problems, but you also solve puzzles. World peace is a puzzle – an enigma, even – and she intends to solve it.
It’s not actually an enigma. The source of the problem is the one thing idealists refuse to acknowledge. Humans, indeed all life on earth, are geared to use their environment to advantage. Thus humans do what nature designed humans to do best…Game the System. Socialism will never work because any system devised by Humans can be defeated by Humans. The same goes for Capitalism, but it, if properly guided, it can fail safely, that is jobs may be lost but not lives.
Ah, but it is an enigma. You have indeed identified the source of the problem – humans, and specifically, human nature – but you have not given any kind of solution to the problem. The enigma is how you get ALL of humanity to go against their very nature and live in complete harmony with one another.
Like most bureaucratic agencies, they set out to help people (of whatever variety) without much thought of what the people would think was needed to help.

as in, “we will find what the answer is.”
