I’m pretty sure that by the local definition of mad scientist, it’s a contradiction. Megalomania and halucinations can be side-effects of Walton’s Disorder, but I’m not sure OCPD can be; WD is largely characterised by not caring how things are “supposed” to be.
This leads to the interesting conclusion that we’ll know Ginny has gone fullblown Mad when she stops doing things like this.

My best guess is that by this time Anasigma is it’s own thing that not even Ira can control completely and that this was done to Ginny in his absence and without his blessing. Rescue may very well be purely his motive in this case if he is who this new guy is. If you want scary picture Anasig as being on the verge of becoming sentient the way Whimsy did. ^_^
It’s also possible that A-Sig has realized that she could conceivably bring order and rationality into play here, destroying the whole point of extirpation, and they are now subtly trying to get her out before the others realize it.
Or a related possibility, this is standard procedure. Put someone in the camps, let them lose all hope, then offer them a way out. They are so grateful, that they will toe the company line and do whatever upper management asks of them (a.k.a. the Wizard and his immediate underlings.) However, Ginny Lee is not only a brilliant scientist, she is either a latent madgirl or adjacent to such, so she’s throwing the whole program in disarray, and whoever is running this show is just now realizing such.
You may have something there, but then why would Phoebe still be here? Surely she would have taken their offer had they given her the option of leaving here.
And I still say there’s nothing “latent” about it. I believe Virginia has been fully Mad the whole time we’ve known her. That is how she is able to understand Mad creations so easily. It would also explain why she gets such pleasure from schlorping out those brains all the time.

If I didn’t know this series as I do then I would take one look at such a bumper sticker and wondering if you were offering me a female by that name in return for no money and the promise that I would give her a good home and make sure she had all her shots or if it was perhaps an entire state. ^_~
