      Are you/we sure it’s not a single dragon with 2 heads? That third panel doesn’t exactly make it clear, with only 2 feet and 2 wings showing.

    Well, she should be sittin’ in a DC gubmint office with a swivel chair.
    Puffin’ up with self-importance,
    Sayin’, “put those filled-out papers over there.”
    Now she’s stuck there, runnin’ the rebels by a nag,
    And hoping for some way better news.
    With those lack of tail-waggin’, bad misunderstandin’, doublin’ the dragon blues.

    But till she gets this fight won, she’ll have to keep Annex One
    In this Kansas plains circus of stars.

    At first I thought it was a pair of dragons, but the ratio of front feet to heads is off.

    At least, if we’re considering obvious front feet. There could be a couple more out of frame.

    I don’t remember seeing this character before, although obviously they know Sweetheart. Who doesn’t seem too surprised to see them.

    I always wonder about two-headed characters, whether they’re one character who can pay attention in multiple directions at once, or two characters who have to communicate to one another what they see or (independently) think? Most writers, I guess, prefer to write them as two characters, because that way they can have funny dialog when there’s no one else in frame.
