If the plants that were eating the carrots were carrots themselves, then yes. Otherwise, no, they wouldn’t be cannibals any more than, say, humans eating sheep would be.
But you raise an interesting question of perspective. Normally when we humans stew meat and vegetables in a big pot, we think of the meat as the featured ingredient and the vegetables in a secondary role, as supplements or complements or accents to the meat. Since this strip appears to show a bunch of plants stewing Nera and Jonah along with some vegetables, maybe those plants are thinking of the vegetables as the featured ingredient and Nera and Jonah as merely the supplementary ingredients.
