      In an earlier appearance, it was heavily implied that Shelby had some hidden agenda. I can’t remember when or what this was though…. have a feeling it’s a strip not yet in the books.

        I see from the comments that other commenters already knew his name was Shelby at the time, while I was saying “Who is that guy again?” I think the most compelling evidence of his sinister agenda is his ability to cloud the readers’ minds.

          …and, like this time, the evidence for his hidden agenda is mostly in the lighting and the villainous pauses. Maybe he’s just a guy who decided to use that xkcd trick of responding to every utterance with “So. It begins.”
