Has to be before. (Well, there was a time machine involved, so I guess it doesn’t have to be, but most likely.) Even if Rosalind were conceived while Artie was raiding the Lost Diamond Mines of Brazil, she’d only be seven or so now, and while it’s hard to judge ages in Shaenon’s art style, she was certainly older than that. Early to mid teens, I’d guess, which would put her present in the 2020s sometime, probably.
Since we’re already into Narbonic spoilers, Rosalind is allegedly from “a couple of decades” in the future when she appears in Narbonic (the off-hand-ish comment by Dave is confirmed by Rosalind, so it’s reasonable to assume Dave’s guess was more or less accurate).
Narbonic ended in 2006, so yeah, mid-2020’s is a good guess for when Artie and Rosalind borrow the time machine, from their perspective.

I was going through the go comics archive because I was going to point people at Nick’s first appearance and noticed that the comic at http://www.gocomics.com/skinhorse/2008/11/05 was out of sequence. I would have posted there but I did not know if a comment on such an old page would get noticed by our benevolent creators.
