Whether precog beats telepath depends on whether the telepath learns what the precog knows early enough to affect the outcome, and that depends on who bribed the DM. If the precog sees that reaching Mount Doom is key, then the telepath can learn and disrupt that plan. But if the precog sees which of their immediate actions is best and then does that one, all the telepath learns from the precog’s mind is that they are too late.
There was an old story (Philip Jose Farmer? probably not though) where it was Normals hunting a Telepath and the Normals finally resorted to not planning their search and rolling dice instead. That was enough to allow numerical superiority to determine the outcome.
One very real possibility is that Pan will see something in Jonah’s mind that changes her own mind about her current position that Jonah himself would not have thought to have mentioned. ^_^
One very frightening possibility is that the endgame is to use Panoptica to peek into Jonah’s mind, and use him as a new decision portal to advance Anasigma’s agenda.
