“Nuking” people doesn’t have to mean an explosion. Even if Moustahio’s “pie” had gone critical, it would not have actually exploded. It may have generated enough heat to destroy the whole building, but that’s just speculation.
Also… for some reason a Google Image search for “sorry I almost nuked you” (in quotes) turns up mostly closeup photos of guys modeling brightly-colored speedos
