Pretty much. They’re so obsessed with shoes and there are so many hats made FOR them… but since when do you ever see them wearing hats? Since never.
Try to find men’s hats though and there are only slim pickings… but men are orders of magnitude more likely to wear them.
I collect hats. Not flat pieces of crap like Tip wears. Hats with actual magnitude.
Hats have often been decorated with bird plumage. Although Tip’s seems to be accessorized with some sort of vegetation, I can see where an avian might have a generic phobia.
Trained birds like Falcons or other birds of prey are trained using, among other things, dark hoods to keep them still. Even smaller birds in cages go quiet when something covers their cage. It could be a general avian fear of loosing her sight, or something personal, or both.
Maybe her creator tried to train her in a similar way when she was younger, traumatizing her.
I think some birds might have trouble recognizing someone when they put on a hat and get upset? I know babies are sometimes upset by people with hats or beards.

I wear hat’s all the time, and my Aunt’s parrot loves me. Is this something particular to Macaws?
