Creative license plus the fact that a lot of Eastern Europe didn’t change much under the Soviets. A subsistence-farming village with no resources beyond, “ignorant, religious peasant farmers” tended to be harvested for people (as soldiers, factory workers, and people who would eventually become black-ops bruisers) and otherwise left alone. Any industrial goods had to be imported over lousy roads and anyone who came back from “the big city” tended to settle back to the old way of living.
