No, it’s totally intentional. In a lot of the art where the characters correspond to Oz characters, Tip corresponds to Ozma, whose name as a boy was Tipetarius, known as Tip. There are even official drawings of Tip that are direct copies of illustrations of Ozma.
Intentional or not, that is not confirmation that the name is short for anything. Jeff and Shaenon may have chosen to call him “Tip” because of the name “Tipetarius” (and even they have not confirmed that this is the case, regardless of whether Tip corresponds to Ozma), but that doesn’t mean that Dennis Wilkin chose his nickname for the same reason. An author can choose a character’s name for one reason, and write into the story that someone else (like himself, his parents, or perhaps his comrades in the Army) chose the name for a completely different reason.
Since the filename story says that he was thinking about going by “Tippi”, it’s quite possible that his Army buddies started calling him that after he started wearing dresses (after the actress Tippi Hedren), and he simply shortened it to Tip because he wasn’t sure he wanted to continue going by a woman’s name.
When something tells me my own name is misspelled, I tend not to take it seriously. (I once missed a whole trimester of gym class because somebody put my name under “K” instead of “N.”)

It’s quite possible that she has never heard anyone call him anything other than “Tip” or “Dr. Wilkin”.

And why did Tip change back into the rainbow striped dress?
My theory is that the full-color stripes only show in sunlight.
