Panel 4, the minions seem to have the best options to avoid getting extirpated for letting a prisoner escape. Sometimes you just have to walk away whistling.
Imagining these guys getting disciplined for letting a prisoner wscape but the whole procedure gets stalled because nobody can figure out which person was the prisoner and which one was in command.
