Well, they were headed for the bushes, and in the first two frames, they don’t appear to be anywhere I would normally describe as bushes.
I suspect in the second frame they were still headed for the bushes, and we are not being shown the rest of the process of actually making it into the bushes, because nothing interesting happened during that time.
However, given Tip’s state of dress, it looks like the “blink” happened immediately after they arrived at the target destination.
I could be wrong, but this really doesn’t seem like mojo. Mojo as we know it isn’t just arbitrary teleportation, it duplicates the effect of narrative omission. It doesn’t make a “blink” sound. If it made a sound, it would be the sound of a brief snatch of music, the duration of a title card reading “Later, at a charming local bistro…” or similar.
You know, in a world where mad science exists you’d think SOMEONE would have cottoned to the existence of magical teleporting mojo and made a study of it. Possibly including a plan to show them all, although with mojo it might end up being a little more direct than mad scientist plans often are.
“They called me a dateless loser in high school, but i’ll show them all when I grasp the scientific principles behind mojo itself!”
Something like that would greatly reduce the number of mad scientists, because they would be too busy using the mojo for, er, “personal uses” to be playing in their laboratories.

Methinks it was Tip that was teleported, leaving Lt. Eris behind. Probably be the Cypress who likely wants to talk to him alone.
Did he mojo her somewhere else? Or was it Mama Cypress?
It has to be Cypress, Tip doesn’t mojo himself away from the girl.

That “blink” seems a bit reminiscent of “foom” to me.
This reinforces the earlier theory that Lt. Eris is really a drone. Apparently, Tip’s mojo only works with living, breathing organisms.
