Last time Echo Bravo was sent somewhere by Mr. Green, it was to the Institute, where Mr. Green was counting on his failure. This assignment could be more of the same.
Echo Bravo received his orders from Dr. Englebright. But when they arrived at the school where Artie teaches, he said of Artie, “It’s a monster so deadly Anasigma sent in a dedicated strike team.” So it would seem he’s still working for A-Sig, but is just assigned to Skin Horse for this mission. Of course, since Mr. Green oversees both organizations, it’s really a moot point.

Strictly speaking, Echo Bravo got transferred to Skin Horse—he’s working for Dr. Engelbright.
But then, if Dr. Engelbright’s coup isn’t legit, then Sweetheart is still in charge of Skin Horse—which would put her over Echo Bravo.
I have the impression Dr. Engelbright considers E.B. to be Mr. Green’s right hand man.
Alternatively, Mr. Green just wants him out of the way.
In either case, dispatching him on missions where he will likely be dispatched seems an optimal strategy.
