Slag is simply that which is left over and unusable. The term is generally applied to the dross taken off the top of molten metal, but there doesn’t have to be anything actively burning or even melting for there to be slag. It is also used to describe coal that has been sorted out and is unusable. In this case, it would be rubber that has been charred to the point where it is can no longer really be considered rubber. If there were steel-belted tires in the fire, slag would also include the metal that was left after the tires had burned.
There is no doubt in my mind that there was just the one fire. But since they extinguished the fire before it could finish burning everything, there is bound to be a lot of partially burned rubber left.
