I’m guessing “tall ones” means Cunningham is smaller than most people, and smaller than the shorter Whimsy characters we have already seen.
Perhaps Cunningham filling the same ecological (?storylogical?) niche at Whimsy that Jiminy Cricket fills at the other company?
