The jump in context isn’t huge, but it’s still jarring. We go from a single rat talking solely about himself, to suddenly referencing an unexplained “we” and “your colony”, as if those are things that have been introduced, which they haven’t.
It doesn’t seem like an intentional jump at all. Could we get a double check on this?
I dunno. To me, the rat saying “I’m an IT professional, we were splicing bandwidth in the area” makes sense – that is him introducing the idea there are more rats around. The normal follow-up would be someone asking “We?” and him replying “My colony”, but Artie already knows about the colony, so he jumps in there.
Cinnamon’s confused look in panel 2 helps sell the transition. It says Artie knows but no one else does, which makes some sense given his intelligence and access. Before Cinnamon can chime in as the audience surrogate with the “what colony” questions, she gets distracted by the prospect of wastebasket Pringles.

Given that there are not one, but two animals wearing hats, I think you must be correct.
I have no objection to sapient rats using my trash as a food bank if they are polite enough to not use my house as a toilet.
