The reason why a non-citizen class always ends badly is because it blatantly violates that dream, even for people who are willing and able to do no harm and contribute to the greater good.

Pardon? It’s less than 300 years ago that the U.S started in with these crazy ideas about “universal” citizenship (meaning guys who didn’t even own land), and we’ve had a few hitches along the way…

Is making beasts of men like this worth a try?

Uh-oh. Things never go well when an empire creates a “non-citizen” class
To be fair, most of the problems will be mitigated by the fact that non-citizens can (and, apparently, can fairly easily) join the citizen class.

I think I can say without much fear of contradiction that we were worse off before we had universal citizenship.
My impression is that non-citizens are being exploited (knowing that the authorities won’t help them if they complain) all around the world.
What’s happening here seems to be more akin to a mad version of a rite of passage.
While citizenship shouldn’t be linked to race, basically every country in the world has citizens and non-citizens and always has.
And the citizen class there isn’t linked to race. It’s linked to species.
If this is how she responds to a cat, imagine what she gets like when she sees a squirrel.
Or a dogs true worst enemy; a Vacuum cleaner.
Cats would join dogs in declaring vacuums their #1 enemy.
Mine is almost ready to not run away when I turn it on.
